Ship Breaking and Recycling Rule – 2011

Prepared Ministry of Industries of Bangladesh circulated a complete Guideline for Ship breaking activities. It has covered total activities related to ship breaking/Recycling starting from purchase process to completion of dismantling/cutting.

Apart from purchasing procedure and beaching process very important issues like Hazardous materials management, Occupational health-Safety, Environmental Safety, workers training and certification procedure, monitoring of compliance, penalty and punishment, etc. are elaborately explained in the rule. Provisions of the rule especially in regard to Occupational health safety and environmental safety are very much in line with the international standard.

Ministry of Industry outsourced and appointed professional firms “safety agency” to look after compliance of Hazardous Materials management, Occupational Health-Safety management and Environmental Management system. Safety agency’s are also responsible for increasing awareness among the workers and supervisors on above mentioned sectors.

A remarkable progress is visible in all sectors of Ship recycling activities after introduction of Ship Breaking rule. Improvement is an ongoing process – if the pressure for the improvement remains on, it will not take much time to attain such standard when no one will dare to point finger towards this industry.
